American Legacy Foundation
Tobacco Deposition & Trial Testimony Archive (29006) The project will analyze the depositions and trial testimony for tobacco lawsuits filed in the U.S. during the 1990's, to assess what they reveal in areas such as nicotine addiction and pharmacology, the health consequences of tobacco use, tobacco-product design and manufacturing, tobacco advertising and promotion, youth smoking initiation, and tobacco use cessation. Transcripts will be collected for the depositions and trials from law firms, courts, court reporters and their transcription firms, individual witnesses, and any other available resources. They will be formatted, coded, and made available on the Internet in an easily searchable database called the Tobacco Deposition and Trial Testimony Archive (Tobacco DATTA). Eleven research teams will analyze the material in Tobacco DATTA in different topical areas, using qualitative and quantitative methods.
Applied Graphics Technologies
MCC Support (50500) This project will further the activities of the Michigan Cancer Consortium by producing a multimedia presentation to promote the MCC by increasing knowledge about, understanding of, and engagement within the consortium.
Association of State & Territorial Chronic Disease Directors
Cholesterol Screening and Immunization Services for Older Adults in Faith-Based Detroit Communities (98100) This project will offer cholesterol screening and education and immunizations to about 600 persons from 10 Detroit African American churches and surrounding neighborhoods who are participating in fruit and vegetable mini-markets and the NCI/ACS Body and Soul Program. Visiting Nurses Association of Southeast Michigan will conduct the screening and immunization clinics at churches. This project will also offer clinical preventive services to persons ages 50 and older participating in Michigan Nutrition Network funded projects in 10 Detroit African American faith-based communities.
Centers for Disease Control and Prevention (DHHS)
Non-hospitalized MTBI: Michigan Incidence, Impact & Cost (30308) The primary aims of this study are to determine the prevalence and characteristics of non-hospitalized mild traumatic brain injury (MTBI) patients, determine the outcomes associated with non-hospitalized MTBI, in particular the post concussive syndrome (PCS); and evaluate the level of agreement between case identification protocols in the ED cohort study. The secondary aims are to determine the costs and services associated with non-hospitalized MTBI, and compare hospitalized and non-hospitalized TBI cases on demographic variables and the nature and severity of injuries.
Copper Country Mental Health Service
Copper Country Drug Free Evaluation This project will complete an evaluation of the Copper Country Coalition for a Drug Free Community alcohol, tobacco and other drug use prevention and intervention efforts. Information from the evaluation will be used to continue to improve and enhance Copper Country’s prevention and intervention efforts toward achievement of a drug-free community.
Emory University
PBB, Part 2 (47004) This project will assist in the Marcus PBB Project, which follows up on and expands previous research into the effects of PBB exposure on women and their children. This project uses surveys to investigate the endocrine effects of PBB exposure in women from the Michigan cohort and their offspring. This project builds on a past study that centered on a comprehensive interview with adult women and mothers of female children regarding their health and reproductive history over a time period of twenty years.
HRSA - DHHS
Beryllium Study (30309) Beryllium exposure has occurred in Elmore, Ohio, a community near Brush Well a facility over several decades. Individuals could be exposed to beryllium that left the facility in airborne releases; as beryllium alloys that were machined locally; or incidentally on the clothes of beryllium workers. The purpose of this project is to identify adults working or living near the Brush Wellman facility. A screening interview will be done by the Agency for Toxic Substance and Disease Registry (ATSDR), a blood specimen will be collected, specimens will be tested, data collected will be put into a database and delivered, along with the contact list and original questionnaires. This study will collect and send each participant’s blood specimen to two of four laboratories in the U.S. and each test outcome will be reported to participants and their physicians (as authorized).
Heritable Disorders (38805) This project will develop a regional approach to improve the health of children and families with heritable disorders in Illinois, Indiana, Kentucky, Michigan, Minnesota, Ohio and Wisconsin by working to: 1) implement a universal screening and confirmatory testing of newborns for inborn errors of amino acid, organic acid and fatty acid metabolism. 2) reduce inequities in access to clinical genetic services. 3) utilize a regional approach to improve public health infrastructure for supporting optimal diagnosis, follow-up and management of children with heritable disorders and birth defects.
National Child Death Review Resource Center (38806) The National Child Death Review Resource Center will provide technical support, training and guidance to all 40 states in their efforts to implement effective child mortality and morbidity review programs, will develop national standards and tools for reviews, will work with HRSA to promote child death review to national organizations, will develop and maintain a national child mortality reporting system, and develop tools for state Title V Directors in interpreting and utilizing child morbidity and mortality data.
Sentinel Centers Network (38807) The Bureau of Primary Health Care (BPHC) at the Health Resources Services Administration created the Sentinel Center Network (SCN) in 2000 to collect a representative sample of data from community health centers. Participating health centers provide the SCN with semi-annual data extractions from existing management information systems at the patient, encounter, and practitioner levels. These data provide an avenue for continuous monitoring, improvement, and evaluation of services offered by Community Health Centers. These data also address three key BPHC purposes: 1) to supply key information for time sensitive policy issues related to health care and populations served by health centers; 2) to build capacity of information technology at health centers; and 3) to identify strategies for enhancing the quality of clinical services at health centers.
Kresge Eye Institute/Wayne State University
Health Literacy in Glaucoma (42901) This project is involved in the development of educational interventions to improve patient adherence to prescribed medical protocols among low literacy population.
McKing Corporation and Agency for Toxic Substances & Disease Registry
Multiple Sclerosis Project (50601) Multiple Sclerosis is the most common neurologic disease disabling young adults in the United States, the cause of this disease is unknown. This project will extend and improve upon previous research by conducting a case control study with a case only component to examine the joint role of select environmental exposures and candidate genes as potential risk factors of multiple sclerosis.
Michigan Society of Hematology and Oncology
Clinical Trial Enrollment Study - MSHO (42602) This project will work in partnership with MDCH and the Michigan Society of Hematology and Oncology to continue implementation of data collection for calendar year 2006 and data analysis on cancer clinical trial enrollment in Michigan.

MARR Provider Education Program Development (89000) In recent years, the rising rates of antibiotic resistance among human commnesal and pathogenic bacteria have contributed to a rise in infections that are no longer treatable with standard antibiotic therapies. Much of the problem has resulted from inappropriate use of antibiotics. The Michigan Antibiotic Resistance Reduction Coalition (MARR) has recognized opportunities for improving judicious antibiotic use, principally through education of physicians, patients, and the public; research; and collaboration with diverse partners. Through this project, MARR will establish an infrastructure for the conduct of projects related to reducing antibiotic resistance. A key goal will be to hire staff to manage the day to day operations of the Coalition.
Muskegon Community Health Project
CAP Grant (48604) The research design provides for both continuous formative evaluation feedback to project leadership throughout the life of the project, and for a summative evaluation of intended and unintended outcomes, barriers encountered, strategies for addressing barriers, a description of intended and unintended facilitators, as well as an assessment of the sustainability and added long-term value of the MCHP CAP project.
NNPHI
BT Analysis (42701) This project will provide assistance in NNPHI’s BT Collaborative project which include participating in on-site and monthly conference call meetings, coordinating the delivery of appropriate data files to the lead institute, sharing the scoring algorithm used in Michigan to analyze data and offering assistance in interpreting this algorithm, providing input into the data analysis results to identify common features and lessons learned from the aggregated data, and writing and commenting on appropriate sections of the final written report and presentation.

Faith in Action (97500) This project has two primary goals. 1) Design an interactive informational site for faith leaders to access and obtain health information for use in their project. 2) Development of a faith-based assessment tool to help churches and faith organizations eat better and become more physically active.

The Science of Translational Research (10013) This is a white paper that will bring together concepts from the diffusion of innovation, social marketing, dissemination, and technology transfer literatures to recast how we can best encourage the spread of evidence-based (valid) practices and programs among practitioners in health and health services who provide services to their clients, patients, customers, and members.
Innovations in Accreditation (10014) This project will advance the performance and capacity assessment of public health departments. The Learning Collaborative will further current efforts and add to the public health knowledge base. The following state level objectives will be implemented to support the national objectives. They include:
- Assessing opportunities for enhancement to current approach
- Draft voluntary component to enhance current approach
- Develop tools to enhance reviewer team and local health dept. interface

Shiawassee Regional Educational Services District
Shiawassee Even Start - Year 4 (59008) This project will provide services to Shiawassee Regional Education Service District to assist them in designing and implementing processes for local evaluation of the Even Start Program. Data will be collected, analyzed, and managed and assistance in training local service providers in evaluation will also be provided.

Arsenic Bladder Cancer Survey (77010) This projects looks at patterns of arsenic exposure and how these may relate to the incidence of bladder cancer in those areas of Michigan with elevated levels of arsenic in their drinking water.
Waksman Foundation for Microbiology
MARR Coalition: Antibiotics and You PEP (20401) This project, which is under the auspices of the Michigan Antibiotic Resistance Reduction (MARR) Coalition, will fund the development, implementation, and coordination of a program to train pharmacy students to present the educational module “Antibiotics and You” at elementary schools and other venues in their communities. The “Antibiotics and You” module promotes hand-washing and appropriate antibiotic use among school children.

Detroit Wayne County Health Care Initiative (20048) This Initiative will provide technical assistance and expertise to develop and implement a sustainable strategy for improving access to health care in the region. The project will build on work done by the Voices of Detroit Initiative to increase options for access to health care for low-income citizens.
Community Health Improvement: Center for Advancing Community Health (20050) The Center is a mission-based organization, forging partnerships with communities undertaking health care improvement efforts and contributing to the knowledge base of effective community health strategies and the policies that support them. The main activities of the Center include:
- Providing staff support and facilitates quarterly meetings for the Access to Care Community Coalition (ACCC). ACCC consists of Michigan communities working on expanding access to health care initiatives targeted at the uninsured.
- The Center partners with MDCH in developing and submitting proposals to the federal DHH (HRSA) for grants to support policy planning and implementation.
- Facilitating an informal network of senior health policymakers from across the state that meet 3-6 times a year to discuss health-related issues and to gain new information and dialogue about emerging health issues with major policy significance.
MAC FY05/06 (20051) There are 3 components of this project: 1) a data warehouse will contain data from the University of Kentucky survey, as well as other sources such as nurse-managed clinics. All data will be aggregate, non-personally identifiable data, from nurse-managed clinics. The purpose of this application is to obtain data, conduct data analysis, and disseminate the results via reports and articles. 2) Create a strong diverse network to bring together collaborative and diverse partners across the country to facilitate the development and promotion of NMCHS that are responsive to the unique needs of communities and to increase access to healthcare, with an emphasis on client groups that have been historically underserved. 3) Inform policy to make nurse-managed clinics a viable healthcare option within communities.
MDCH Funded Projects for FY ‘06

Michigan Dementia Project (06014) The Dementia Program funds Dementia Information Network agencies to provide dementia information and referral services to families and professionals. Network agencies use grant dollars to staff toll-free helplines, maintain databases of available services, develop and distribute informational materials, maintain lending libraries, and provide educational programs for families and caregivers. The Dementia Program also provides staff support to the Michigan Dementia Coalition, a collaboration of representatives from universities, community organizations, units of government, and family caregivers. The Coalition strives to improve the quality of life of persons with dementia and their families in Michigan. Its current priorities are reflected in its various work groups: Representing Dementia Interests Around the State Work Group, Physician Initiative Work Group, End-of-Life Work Group, and State Dementia Plan Committee.
Project Oversight (06055) This project will provide technical assistance and coordination of all projects funded by the MDCH Division of Family and Community Health. These funds will support staff to coordinate with the Director of DFCH in managing all projects and in responding to requests from the director for the development of new funding initiatives and programs.
Michigan Local Public Health Accreditation (06057) The Michigan Local Public Health Accreditation Program seeks to assure and enhance the quality of local public health in Michigan by promoting the implementation of public health standards for local public health departments, and facilitating the accreditation of local health departments based on their ability to meet these standards.
Michigan Abstinence Partnership Technical Assistance (06095) This project provides communities in Michigan with money to conduct abstinence programming. MPHI staff provide technical and evaluation expertise to communities throughout the state.
WIC Training (06106) This project will enhance the quality and improve the efficiency of training programs provided by WIC Division of the WIC Programs Administration through a comprehensive and integrated training system. Continuing education and skill-building options for WIC staff practicing in WIC clinics and offices throughout the State of Michigan will be provided, including 33 training workshops.
Women, Infant & Children Annual Conference (06107) This project involves managing and providing overall logistical coordination for the Annual Michigan WIC Conference, including: the establishment of a timeline for production, implementation of the training event, evaluation of the event, and the beginning of the planning process of the 2005 WIC Conference.
Michigan Osteoporosis (06111) The Michigan Osteoporosis Project is a statewide program designed to, on a long-term basis: (1) reduce the prevalence of osteoporosis and (2) reduce the number of osteoporosis-related fractures. Program initiatives are based on recommendations from the Michigan Osteoporosis Strategic Plan. This plan was developed in 1999, under the leadership of the Michigan Department of Community Health, and included partners from health care systems, universities, and other public and private agencies involved with osteoporosis prevention, detection and treatment. Based on recommendations of the strategic plan, the project initiatives are implemented by various partners and feature:
- Consumer awareness, education, and environmental interventions
- Provider education and tools
- Assessment and evaluation
Traumatic Brain Injury (06115) The Traumatic Brain Injury project is part of a continuing State effort to improve access to services for individuals with Traumatic Brain Injuries (TBI) in Michigan. This project continues to focus on identifying, collecting, developing, and disseminating educational materials about TBI and available services in Michigan with the goal of improving service delivery and coordination. This involves conducting literature reviews; collecting data on incidence of TBI and service usage by people with TBI; developing brochures, resource guides and training materials; and facilitating activities of State and local agencies. Additionally, the project will develop and begin to deliver training to state agency staff in two pilot areas that cover access guidelines and service coordination for TBI survivors. Target audiences include individuals with TBI and their families, state agency staff, county/regional service providers, and other relevant professional and consumer groups.
SARP (06201) This project will develop an aggregate report summarizing the evaluation efforts and findings from 10 prevention programs across the state of Michigan. The information gathered will be used to create one overall report on Sexual Assault and Rape Prevention.
Maternal Support Services/Infant Support Services (06203) The mission of this project is to provide training programs for staff throughout Michigan on establishing client relations within the Maternal and Infant Health Advocacy Services, and the Maternal and Infant Health Advocacy Services, and the Maternal Support Services Programs. Three training workshops for MIHAS program staff will be provided through the state, and 7 training workshops/coordinator meetings for MSS/ISS program staff.
Prenatal Smoking Cessation Training (06204) This program will provide trainings to MDCH staff on establishing effective prenatal smoking cessation (PSC) interventions with their clients. Two training workshops for health staff through the state of Michigan will be provided.
Family Planning (06205) This project will provide continuing education options for professionals practicing in family and community health throughout the State of Michigan. Two semi-annual Training Advisory Committee meetings will be coordinated and 6 training workshops for Family Planning program staff will be provided.
Crime Victim Services Commission (06208) The Crime Victim Services Commission (CVSC) administers Federal Victims of Crime Act (VOCA) funding to nearly 100 public and private agencies Michigan. These community-based agencies offer and provide vital services to victims of violent crime throughout the state. Victim populations served include abused and neglected children, victims of family violence, victims of sexual assault, victims of drunk driving crashes, hate crime victims, surviving family members of homicide victims, and others. Services provided may include crisis intervention, counseling, group support, shelter services, legal advocacy and other critical services.
Cardiovascular Health, Nutrition and Physical Activity (06225) This project will provide project management, technical consultation and expertise for the implementation of the MDCH Cardiovascular Health, Nutrition and Physical Activity Section strategic plan and other special initiatives.
Cancer Control Services Project (06262) This project will provide technical assistance and support for the coordination of cancer control activities for the Cancer Prevention and Control Section (CPCS) of the MDCH. Project staff and consultants will provide project support to the CPCS as it works with state and local public health agencies, private and non-profit agencies, as well as community organizations in their collaborative activities directed towards the reduction of cancer morbidity and mortality through strategies which promote early detection and cancer prevention. These strategies will also facilitate timely and appropriate treatment, rehabilitative and palliative care. The MPHI Cancer Control Services Project assists cancer control projects associated with the Michigan Breast and Cervical Cancer Control Program (BCCCP), the Michigan Cancer Consortium (MCC) and its Advisory Committees, and the Michigan Cancer Control Initiative (MCCI). The CCS project at MPHI will also provide technical and medical consultation and assistance to support the administrative and business operations of the CPCS and the management of Cancer Control Demonstration Projects.
Cancer Project Management and Technical Support (06264) This study is a component of an evaluation of the Michigan Cancer Consortium Initiative (MCCI). The MCCI is an initiative by public and private partners working throughout the state to reduce morbidity and mortality due to cancer, to establish a collaborative process to identify and achieve cancer control priorities, and to achieve cost-effective resource utilization for cancer control. Member organizations of the MCC have specified commitments to implement activities that will contribute to achievement of the MCCI objectives. The progress reporting tool documents activities that have been carried out during the past year of MCCI implementation. Surveys are given to each MCC member organization. The survey serves to determine the status of the various activities, and examines how MCC membership affected the plans of the organizations and the direction of efforts, as well as how it affected collaboration with Annual Report, documenting and highlighting the successes and accomplishments of the MCC.
Fetal & Infant Mortality Review (06269) This project will support communities conducting Fetal/Infant Mortality Review programs (FIMRs) and expand the number of communities participating in FIMR. FIMR is a collaborative, community-based process that enables a community to conduct in-depth reviews of their fetal/infant deaths in order to improve systems of care.
Michigan Childhood Immunization Registry (06274) This project provides technical and programmatic assistance to the MDCH Division of Communicable Disease and Immunization to successfully develop, deploy, and support the statewide use of the Michigan Childhood Immunization Registry (MCIR).
MIFPI Wraparound Conference (06276) This conference bring together families, youth, and wraparound teams for 3 days and provides information on wraparound services at the local, state, and national levels.
Medicaid Operations Support Project (06304) Affiliate This project will provide project management, quality assurance, technical expertise, provider outreach, training and other professional services to make the Michigan Medicaid Management Information System in compliance with the requirements contained in the HIPAA regulations.
HIV/AIDS Core Incidence (06307) Affiliate This is an affiliate project involving active adult and perinatal HIV/AIDS surveillance; develop protocols and methods for use of new laboratory assay in estimating population-based HIV incidence.
Interagency Project (06401) The Interagency Project will work on behalf of the Michigan Department of Community Health and other Departments of the State of Michigan whose goals are to promote the health and well being of the citizens of the State. The project will research, evaluate, develop and demonstrate innovative uses of technology that promote access to health care services for the citizens of Michigan and that coordinate interagency activities in the development and delivery of these services.
Family Planning Reviewer (06409) This project reviews local public health family planning clinics throughout Michigan for quality assurance.
MI Infant Health Program (06410) This project provides leadership for the Local Health Department Accreditation process in the program areas of MSS and ISS.
Asthma Strategic Plan Implementation (06415) This project provides oversight and management for the implementation of the Michigan asthma Strategic Plan's programmatic components. This includes working with MDCH asthma staff on the following: convening and staffing the Michigan Asthma Advisory Committee and ad hoc work groups, providing assistance to Michigan's local asthma coalitions on coalition development and capacity building, working with the American Lung Association on Michigan on the ongoing development of the Michigan Asthma Communications Network, and assisting with program evaluation and production of materials.
Death Linkage (06426) Affiliate The objective of the project is to identify all deaths to cancer patients within the registry database maintained by the Michigan Cancer Surveillance Program who are not yet known to have died and to recheck all deaths to cancer patients whose deaths are believed to have occurred outside of Michigan. Once identified and validated as accurate, data relative to the death are to be uploaded into the cancer registry database for general use in developing statistical data on cancer survival, program evaluation and other types of data analysis and in conjunction with approved cancer research efforts.
MARR (06434) The Michigan Antibiotic Resistance Reduction (MARR) Coalition is a statewide organization of more than 190 individuals representing 56 organizations, including the Michigan Department of Community Health. The MARR Coalition Educational Initiative is aimed at reducing inappropriate antibiotic prescribing and use, primarily through education of practitioners and health care consumers on appropriate prescription of antibiotics. The goal is to reduce antibiotic resistance rates.
TB Program Coordinator (06435) Affiliate The Tuberculosis (TB) Program Coordinator is responsible for the implementation of the TB control activities within the Division of Communicable Disease and Immunization. The coordinator will work with local health departments to assure that programs are in place which follow the CDC recommendations on TB control. The coordinator will also provide consultation to both the local health departments and private practitioners as well as liaison with the Michigan Chapter of the American Lung Association.
Chemistry & Toxicology Laboratory Analysis (06437) Public health laboratories are essential components of public health infrastructure. Lab analysis in chemistry and toxicology includes analysis of clinical chemistry neonatal dried blood specimens and toxicological environmental samples for evidence of metals such as lead, mercury, PCBs, PBB and other halogenated environmental organic pollutants. This project provides technical support for these laboratory analyses.
Vaccine Preventable Disease Epidemiologists (06509) Affiliate Provide epidemiological services for vaccine preventable disease surveillance, including influenza, meningococcal disease, hepatitis A as well as programmatic support for the Pandemic Influenza Plan. These activities also include analysis and reports of data in the National Immunization Survey, the Michigan Childhood Immunization Registry, the Behavioral Risk Factor Survey and other similar data sources.
Asthma Surveillance (06510) Affiliate This project will provide epidemiology assistance to the MDCH asthma surveillance and epidemiology work group and selected asthma surveillance projects.
OASIS/STD Epidemiology (06511) Affiliate Develop and implement surveillance protocols using other public health data sources to improve STD surveillance and epidemiology in Michigan.
Michigan Arthritis Initiative (06515) The purpose of the project is to provide assistance to MDCH in the coordination of the revision of the Michigan Arthritis Action Plan, and printing the State of Arthritis Report.
Improving Diabetes Care Initiative (06521) In an effort to improve the quality of care provided to Michigan citizens with diabetes, the Michigan Public Health Institute Improving Diabetes Care Initiative will support the Michigan Department of Community Health (MDCH) and the Michigan Diabetes Outreach Networks (MDON) by:
- Diabetes Continuing Education for Nurses, Dietitians and Other Health Care Providers
- Assess continuing education needs among health care providers serving people with diabetes.
- Manage the process to award continuing education contact hours from the Michigan Nurses Association and the Commission for Dietetic Registration.
- Utilize web-based delivery of the independent study modules.
- Implement quality assurance, data collection, and evaluation methods.
- Michigan Diabetes Outreach Network Data Collection and Evaluation
- Coordinate the MDON ongoing data collection and evaluation activities.
- Coordinate an evaluation project for the MDON Diabetes Care Improvement Project (MDON-DCIP) clients to validate changes in diabetes core measures.
- Diabetes Self-Management Education Program State Certification
- Assist MDCH in conducting site visits to certify or re-certify diabetes self-management education programs.
- Diabetes and Other Chronic Disease Behavioral Risk Factor Survey
- Administer a statewide telephone survey of Michigan adults to document prevalence of diabetes and its risk factors, track achievement for diabetes core measures for quality care, and assess quality of life measures for people with diabetes.
Bioterrorism Focus E Health Alert Network (06524) The Michigan Department of Community Health (MDCH) is implementing enhanced Health Alert Network (HAN) and disease surveillance systems. The HAN provides a means for communicating urgent health alerts, health updates, and educational and training programs throughout the State of Michigan. This includes communications from MDCH, local health departments (LHDs) and their respective constituents plus federal and state entities. This project consists of program management, technical evaluation and assessment, and outreach tasks in support of designing, developing, implementing enhanced HAN & disease surveillance systems.
Michigan Fall Injury Prevention (06601) Fall injuries to adults 65 and older comprise an extremely costly, tragic and largely preventable public health problem. This project will integrate a comprehensive and interdisciplinary fall prevention education, training and referral model into two southeastern Michigan hospitals. The target audience is adults 65 and older who present to the emergency department with a fall injury. The project will develop and pilot-test the following interventions: 1) fall prevention emergency department ED physician and associated interdisciplinary provider training, 2) a fall risk assessment tool and process and 3) hospital-based geriatric fall preventions clinics that offer evidence-based interventions and referrals to reduce fall risk. The project’s goals are to reduce morbidity and mortality related to falls, improve quality of life for patients and their caregivers and increase community relations benefits to the participating hospitals. A third hospital is participating as a control site.
Integrated Action Project (06602) Affiliate This project will evaluate integrated services to multi-system children and families who are at risk of, or currently in, out-of-home placements.
Laboratory Program Advisor (06603) Affiliate This is an affiliate position that will develop a statewide courier system. Enhance communications between public and private labs, and develop an internship program at MDCH to foster training of new microbiologists.
Childcare Expulsion Prevention (06605) A significant and growing number of young children in Michigan are being expelled from childcare settings due to challenging behaviors. Child care providers have had limited access to early childhood mental health consultation to assist them in helping young children with challenged behaviors in ways that promote their social-emotional development. As a result, Child Care Prevention Expulsion projects have been established at several sites across the state to provide early childhood mental health consultation to providers and parents to promote social-emotional health and reduce the number of expulsions from childcare. The purpose of this project is to coordinate and provide technical assistance for these projects and to promote the development of additional projects.
Perinatal Hepatitis B Case Management (06617) Affiliate This position will provide case management for the Perinatal Hepatitis B Prevention project including contact with hospitals, laboratories, physicians, and parents of infants exposed at birth to hepatitis B. The position will maintain the database for all known cases, and prepare required reports to the Centers for Disease Control and Prevention.
MCIR/VFC Vaccine Accountability Coordinator ((06618) Affiliate This project involves development of a functional system for better accountability of the use of publicly purchased vaccine.
West Nile Virus Surveillance (06628) Affiliate This is an affiliate project where the employee will be the statewide surveillance coordinator for acute encephalitis cases, including those due to West Nile Virus as well as other arboviral diseases.
CD Epidemiology Student Assistants (06629) Affiliate This is an affiliate project where 2 student assistants will provide general communicable disease support and will work within the Division of Communicable Disease and Immunization under supervision of the section manager for Infectious Disease Epidemiology.
SEER Collaboration (06632) Affiliate This project involved cancer surveillance data collection and quality control effort to coordinate and liaison to the state cancer registry activities with the Detroit Metropolitan Cancer Surveillance System. Work will involve cancer surveillance activities and assistance with research project that are yet to be determined.
Bioterrorism Focus B and ELC Grant Support (06633) MDCH and local health departments will develop capacity and infrastructure to assure that citizens are provided with timely and accurate information during a public health threat or emergency. This project plan includes the development of a statewide needs assessment to assess the current capacity within local public health departments for crisis public health communications. It will implement and support the Michigan Disease Surveillance System and the Chemical Terrorism Unit.
Detroit/Wayne County Health Authority (06635) The purpose of this project is to assign a special liaison who will provide regulatory and contract interpretation, clarifying funding source requirements, and advise DWCMHSP and county officials on pertinent state policy and Medicaid regulations related to mental health and developmental disability services.
Nurse Family Partnership (06636) This project will provide leadership and technical assistance for the Nurse Family Partnership program.
WIC Local Agency Operational Improvement (06641) The WIC Division would like to understand how WIC services are coordinated with other health and social service related programs in southeast Michigan. After an assessment of their present status as they interface with other programs, methods and strategies will be developed to achieve maximum coordination of services. A systematic approach to integration of programs and services are integrated into WIC service delivery to guarantee participants obtain optimal services.
EHDI/Pediatric Audiologist Conference (06645) This project will enhance and implement systems for facilitating early interventionist, parents and pediatric Audiologists within Michigan. The project will assess and respond to training needs expressed by public and private sector providers. The project will coordinate and provide one-day trainings for childhood specialists who work with families of young children with hearing loss and for parents of children with hearing loss throughout the state of Michigan.
Integration of Clinical Laboratories (06649) Affiliate The Initiative to Integrate Clinical Laboratories in Public Health Laboratory Testing will establish a center of excellence to serve as a model and training ground for other states. The Initiative will focus on training Michigan clinical laboratories on the latest standards of practice in several areas of public health importance. Innovative training tools will be developed, evaluated, and shared to strengthen the cooperation between private and public health laboratories that is required to control the spread of communicable diseases.
Clinical Trials Enrollment (06650) The Michigan Cancer Consortium is sponsoring a statewide collaborative effort in support of cancer prevention and control activities. To date, the MCC’s initiative has led to the development of ten prioritized cancer control objectives, a strategic plan for their implementation, and initial steps of implementation. The goal of the clinical cancer research priority objective is to double the number and increase the diversity of participants enrolled in clinical trials by 2006. The Michigan Society of Hematology and Oncology has taken the lead on activities related to the objective, and clinical trials play a major role in the development of safe and effective treatments to reduce the societal burden of disease. Currently there is no single source of information on persons enrolled in cancer clinical trials in the state.
Lead Hazard Remediation Program Assistant (06651) This position is multifaceted with a range of responsibilities. This position would perform a full range of administrative and analytical assignments related to support services for the Division of Environmental and Occupational Epidemiology, Lead Hazard Remediation Program (LHRP). Individual tasks include reviewing and processing all documentation related to the certification of individuals, trainers, and companies to do lead abatement work, maintaining all necessary databases, website, and hard copy files of certified individuals, trainers, and companies; acting as the main point of contact for LHRP on the phones and forwarding calls to appropriate staff members as necessary.
Public Health/CDIC Technical Services (06654) This project provides leadership and oversight for all MPHI/MDCH public health projects and programs, serving as a liaison between Chief Administrator for Public Health, MPHI Central Administration and MDCH Bureau and Division Directors, the Surgeon General and MPHI Program Directors. In addition, the Public Health Advisor provides support and participates in multiple MDCH Public Health initiatives and collaborative efforts. Additionally, technical assistance is provided to the Surgeon General for speech writing.
Specialized Provider Survey (06656) This project will conduct medical facility surveys for the Dept. of Community Health/Bureau of Health Systems/Licensing & Certification Division.
Population Estimates (06657) Affiliate The purpose of this project is to create annual estimates of the population by age, race, and sex for the period 1991 to 2002 for Michigan communities.
CJD Surveillance (06658) Affiliate This project will coordinate surveillance activities in Michigan for Creutzfeldt-Jakab Disease (CJD) and other spongioform encephalopathies. Activities include planning, triage initial inquiries and responses for CJD within the Infectious Disease Epidemiology Section.
MIChoice Decision & Training Support (06659) This project provides a Helpdesk service for state of Michigan single sign-on process on-line Long Term Care Determination screening tool, and to coordinate trainings for providers about access to local and state long term care community based services.
Quality Community Care Council (QCCC) (06662) This projects primary goal will be to assess the extent to which the QCCC and the registry that was implemented within a ten county region of Michigan enhance the quality of direct care services. The evaluation study will also determine the effectiveness of the registry on enhancing recruitment and retention of direct care workers as well as the cost-effectiveness of the registry.
MDCH Online Learning (06670) Affiliate This project will host and maintain the existing nine e-learning courses for fiscal year 2006 which are: HCFA 1500, UB 92, HIPAA Transactions, MCIR, Medicaid Managed Care, What is Medicaid (English), What is Medicaid (Spanish), EPSDT, CHSCH.
BCCCP Web Based Training (06671) This project will host and maintain the existing four e-learning courses for fiscal year 2006 which are: Michigan Breast and Cervical Cancer Control Program Coordinator’s Course, Michigan Breast Cancer Control Program, Michigan Cervical Cancer Program, and Michigan Breast and Cervical Cancer Information System.
New Born Screening (06672) This project will host and maintain the New Born Screening and Birth Defects e-learning courses for the Fiscal Year 2006.
PIRE - Methamphetamine Evaluation (06673) Affiliate The Pacific Institute for Research and Evaluation (PIRE) will access planning and infrastructure development and outcomes. The overall goal of the project is to increase the infrastructure of the state to address Methamphetamine issues and to provide effective support to regions of the state where methamphetamine is an important issue.
State Planning Grant (06676) This project will collect data to identify the size and characteristics of the uninsured population in Michigan at the state and regional level. From this, a plan will be developed to put forth realistic strategies and viable options that will lead to health insurance coverage for all Michigan residents and promote an understanding of uninsurance issues among key stakeholders and policy makers.
Preparedness Assessment (06677) The MDCH emergency preparedness instrument (Preparedness Assessment: Michigan Local Public Health, Healthcare, and Other Partners, 3.0) is on the web, allowing real time updating of information by local health department Emergency Preparedness Coordinators. MPHI will support the Assessment, maintain the site and database, and provide ongoing technical assistance and training to OPHP and the Emergency Preparedness Coordinators.
Health Profession Recovery (06679) currently funded through March, 06 The purpose of this program is to provide a confidential program to encourage health care professionals with substance abuse/chemical dependency or mental/emotional disorders problems to seek treatment before their impairment harms a patient or damages their careers through disciplinary action.
Bioterrorism EWIDS (06681) The mission of this project is to provide an opportunity for public health stakeholders to share information, review findings of the 2004 Border Health Survey, and identify unmet needs related to cross-border infectious disease surveillance system involving the following Canadian province and U.S.states: Ontario, Michigan, Minnesota, New York and Wisconsin. It will implement and support the Early Warning Infections Disease Surveillance System (EWIDS).
Strategic Prevention Framework State Incentive Grant – SIG (06684) Affiliate The purpose of this project is to provide funding to allow the Pacific Institute for Research & Evaluation to monitor and provide oversight for the evaluation activities related to the new Strategic Prevention Framework State Incentive Grant.
Nursing Agenda for Michigan (06690) This project coordinates and provides technical assistance for the Nursing Agenda for Michigan Project, in collaboration with the Michigan Chief Nurse Executive (CNE). Coordinate the planning activities of stakeholder groups, including nursing groups, representatives of other health professions, healthcare purchasers, payers, and providers, regulators, and consumers. Convene stakeholder groups, draft documents for those groups, edit and produce the final Nursing Agenda document and facilitate presentation of the final document to the Governor. Assist the CNE in developing two companion documents – a legislative Agenda for Nursing and Economic Implications of the Michigan Nursing Agenda.
