The Systems Reform Program (SR) facilitates the reform of human services systems with the aim of increasing the effectiveness of services for children and families. Staff members participate in a variety of collaborative efforts that apply outcome-based strategic planning and evaluation to the fields of health, human services and education.

Cindy is active in the effort to reform Michigan’s health and human service systems to better meet children’s and families’ needs. Early work centered on evaluating prevention programs at local and state levels. She currently focuses on providing oversight and management, to facilitate the work of regional, state, and local groups of diverse partners to develop and implement collaborative strategic plans. An area of interest is expanding consumers’ input in reforming services systems. She has employed more than 25 parents of children with special needs to assist in project development and implementation. She is currently the director of the Region 4 Genetics Collaborative, involving more than 120 partners in seven states. She also works with Boards of Directors on strategic positioning, and provides consultation services to public health institutes and non-profit and governmental entities across the country. In addition to her Program Director duties, Cindy is also the Director of Corporate Planning for MPHI. Cindy received her Ph.D. in Family Ecology with a cognate in public policy analysis from Michigan State University.

Ms. Dietrich has experience in constructing and managing complex survey databases, conducting literature reviews to identify existing evidence based practices, analysis of qualitative and quantitative data, and conducting focus groups with diverse clients. She has expertise in creating traditional; phone and web based surveys for diverse client needs. She has utilized strategic planning methods, needs assessment and strategies for engagement of key stakeholders in projects with local Regional Education Service Districts, mental health service providers, and substance abuse services providers to assist them in improving program practices. She has had a special focus on mental health issues and systems of care and has assisted in the development of a state level strategic plan for addressing depression across the lifespan. Ms. Dietrich was also involved in the development of a field guide for use by Assertive Community Treatment teams and trains teams around the state in the usage of the field guide for improving the mental health services they provide.

Mrs. Hiner provides expertise in adapting and utilizing technology to facilitate the collaborative process in all aspects of coalition building. Mrs. Hiner has experience and expertise in disease registry development, the medical home model, collaborative group processes, strategic plan implementation and policy assessment and recommendation.

Mrs. Marciniak holds a Master’s degree in educational psychology form Michigan State University. She has experience and expertise in the areas of early childhood mental health, maternal and child health, maternal depression, strategic planning, training and technical assistance, group facilitation and grant writing.
