Child and Adolescent Health


The Child and Adolescent Health Program (CAH) provides technical assistance in the design, implementation and evaluation of innovative multidisciplinary programs aimed to improve the health, safety and wellbeing of children and families. CAH collaborates with national, state, and local partners on a wide range of programs that strengthen existing assets and reduce risks. Focus areas include child and infant mortality, child injury prevention, child maltreatment, adolescent health and sexuality, health and human services policy compliance, antibiotic resistance, and home-based services for high-risk families.

Shannon Stotenbur-Wing, MSW, Program Director, has worked in the area of child welfare/human services for 13 years including state level child welfare policy and government relations for the Department of Human Services (DHS). She has extensive experience in training professionals on child abuse, child maltreatment, forensic interviewing, children with special health care needs, and infant and child mortality. Ms. Stotenbur-Wing has a Bachelor’s degree in Criminal Justice from Ferris State University and a Master’s Degree in Clinical Social Work.

Heather Dykstra, MPA, Senior Data Analyst, has more than 14 years of experience in health research, database support (design, management, querying), statistical data analysis, report preparation, and public presentations. She has worked with the Vermont Department of Health Care Administration, the Washington Department of Corrections, and the Indiana Medicaid office. Her MPA is from Indiana University.

Heidi Hilliard, BS, Project Coordinator for Michigan CDR, has 11 years experience and expertise in child injury prevention and community based organization initiatives. Heidi has her Bachelor’s of Science degree in Psychology from Central Michigan University, and will obtain her Master’s of Public Health degree in Community Health Practice in the Spring of 2010 from the University of Massachusetts, Amherst.

Patricia Tackitt, BSN, Pediatric Mortality Reviewer for Michigan CDR, has national expertise in home visits to high risk families and infant and child mortality. Ms. Tackitt is a nationally recognized expert in infant mortality and infant death investigation. She has Bachelor and Master of Science degrees in Nursing and is a Clinical Specialist in Community Health Nursing.
