Sentinel Centers Network for BPHC/HRS
MPHI was contracted by the Bureau of Primary Health Care at the Health Resources Services Administration to collect, standardize, and analyze patient data from 64 community health centers located throughout the United States (representing nearly 1.6 million patients annually), and produce annual reports illustrating the network’s overall performance as well as individual center reports for each participating center.
The primary goal of the project is to measure the quality of care provided to patients of community health centers. The primary goal of the Sentinel Centers Network (SCN) is to measure and improve the quality of care provided to patients of community health centers. To achieve this goal, MPHI developed a data collection process to systemically collect and standardize administrative patient data from a representative sample of 64 participating community health centers (representing nearly 1.6 million patients annually) located throughout the United States on a yearly basis. MPHI utilizes this data to determine the level of specific quality indicators present and the extent to which patient quality measures can be reported. Additionally, MPHI facilitates data workgroup discussions with the project officers and other project partners to identify and define analyses that focus on health disparities identified with certain demographic populations. MPHI produces aggregate annual reports, individual center reports for each participating center, and ad hoc reports presenting results from exploratory analyses designed to measure patient care.

Health Resources and Services Administration (HRSA) Office of Rural Health Polity (ORHP) Evaluation Project
To ORHP programs, the Rural Health Care Services Outreach Grant Program (Outreach Program) and the Rural Health Network Development (RHND) program are closely related efforts to build sustainable health service capacity at the community level in rural areas across America. ORHP has contracted with MPHI to evaluate the effectiveness of these two rural health programs.
Rural communities face higher than average proportions of low income citizens, higher than average levels of uninsured citizens, scarce resources, and limited numbers of health care providers. ORHP has contracted with MPHI to assess the effectiveness of these two rural health programs, which focus on addressing systemic barriers to the provision of adequate health care in the rural environment.
During the first year of this project MPHI prepared and submitted to ORHP two Reports to Congress; one for the Outreach program and the RHND program. The Outreach Report examined whether the primary imperatives outlined in the Outreach program’s authorizing legislation were being met by the program on an ongoing basis. The report describes 248 new multi-year Outreach Program grantees with grant start dates between 1999 and 2004. The RHND report was based on the 37 grantees newly funded in Fiscal Years 2002, 2003 and 2004. Having conducted brief assessments of grantees, MPHI’s reports consisted of a summary of program activities combined with case studies to illustrate lessons learned from grantees over the course of the assessment period.
In year 2 of the project MPHI prepared performance measures that can be applied by ORHP to grantees in five of their grant programs. Government Performance Results Act (GPRA) standards were used to develop program measures. Feedback on these performance measures was sought from grantees from each program, and incorporated. A report justifying the selection of the performance measures for the programs were prepared for review and approval to implement by the Federal Office of Management and Budget.

Testing for Beryllium Sensitization, A Community Service in Elmore, OH
The Agency for Toxic Substance and Disease Registry (ATSDR) contracted with MPHI to provide facilitation services to carry out a community service project in Elmore, Ohio.
The purpose of this community service project was to provide an opportunity for individuals who want to be tested for immune sensitivity to beryllium (Be). This opportunity was limited to concerned individuals who live within 1¼ miles from the Brush-Wellman facility in Elmore, Ohio (the facility), household contacts of workers at this facility, employees of local machine shops that contract to machine beryllium alloys and their household contacts, and individuals diagnosed with Sarcoidosis. Up to 200 people who expressed interest and volunteered were offered this opportunity for testing. MPHI staff were responsible for planning and coordinating the process for testing eligible volunteers for beryllium sensitivity and providing participants with interpretation of the test results. Project tasks included obtaining informed consent and signed physician notification forms for the persons to be tested, creating agreements with local health agencies to provide staff to collect blood specimens from eligible participants, managing the collection and shipment of blood samples, and arranging for a second round of BeLPT testing for patients who need additional (confirmatory) testing.
